Mountlake Terrace Overview
Mountlake Terrace Violations Bureau
The Mountlake Terrace Violations Bureau is not a full trial court. It is an administrative unit that handles non-criminal infractions issued under the Mountlake Terrace Municipal Code. This includes traffic and parking violations and photo-enforcement citations. The bureau accepts payments, manages mitigation and deferral requests, and schedules hearings. Payments can be made online, by phone, by mail, or in person at the counter. Time-payment plans are available, as is eligibility processing for deferred findings or community service.
The bureau schedules mitigation hearings, contested infraction hearings, arraignments, pretrial dates, review hearings, and compliance calendars. It also coordinates interpreters and ADA accommodations. For contested infractions and all criminal misdemeanors, cases move to Snohomish County District Court South Division. The bureau does not handle civil lawsuits, small claims, or family law matters. Protective orders are directed to the appropriate county court.
The image below comes from the Washington Courts statewide case search. It covers both the Mountlake Terrace Violations Bureau and Snohomish County courts, and lets you search for any Mountlake Terrace court records by name or case number.

Snohomish County District Court South Division
Snohomish County District Court South Division is the trial court that hears contested infractions and criminal misdemeanors originating in Mountlake Terrace. The court handles criminal and civil cases at the limited jurisdiction level. If you received a criminal citation in Mountlake Terrace, your case will be heard at this court, not at the Violations Bureau.
The Snohomish County District Court records page explains how to access public court documents, court hearing recordings, and other court records. Access is available online, in person, and by mail. Court hearings may be reported by a traditional court reporter, recorded electronically, or not recorded at all depending on the case type. Copies of audio recordings cost $25 per hearing date. Non-certified copies and other records can be requested online or in person.
For confidential or sealed case recordings, requests must be made in person with a valid government photo ID. Copies of audio recordings from those cases are not available unless permitted by law, court rule, or court order. Juvenile court recordings require contacting the Clerk's Office at contact.clerk@snoco.org or 425-388-3466.
Note: If a hearing was reported by a court reporter rather than recorded electronically, contact Superior Court Administration for transcript information.

Non-certified copies are available through the archives at low cost.
Mountlake Terrace City Public Records
Not all records held by the city go through the courts. The City of Mountlake Terrace Public Records page explains how to request records kept by city departments. All public records maintained by the city are available for inspection and copying unless exempt. Requests must be for an identifiable record or class of records. The city is not required to create a new record in response to a request.
Submit requests via the city's online portal, by mail, by email, or in person to a Public Records Officer. A response will come within five business days. The city will either make records available, acknowledge receipt and provide a timeline, ask for clarification, or deny the request in writing with a specific exemption cited. Large requests may be provided in installments. Requestors must claim or review assembled records within thirty days of being notified that records are ready.
Police reports and law enforcement records are a separate matter from court records. Court case records governed by GR 31 are handled through the Violations Bureau or Snohomish County courts, not through the city's public records office. If you are not sure which office has the record you need, start by calling the city's Public Records Officer or the relevant court clerk.
