Island County Superior Court Clerk

The Island County Clerk is an elected position, established by the Washington State Constitution with specific and mandated duties assigned by statute and court rules. The position is best described as the record keeping and financial officer of the Superior Court. The clerk ensures the separation of powers among the three branches of government by preserving the integrity of the judiciary. This independence means the clerk operates without interference from the legislative or executive branches.

The clerk preserves open access to a fair, accurate, and independently established record of court opinions, decisions, and judgments. Filings can be made by mail at Island County Clerk's Office, 1 NE 7th St., Coupeville, WA 98239, or via fax. The clerk also maintains a Camano Island office at 121 N East Camano Drive, Camano Island, WA 98282. Copies of filings and orders are normally available through Odyssey within 48 hours. If you want conformed copies returned, enclose a self-addressed stamped envelope with your filing.

For proposed orders submitted without appearing at a hearing or ex parte calendar, a presentation fee of $30 applies. This fee is paid online through NCOURT. More details are available at islandcountywa.gov/394/Superior-Court-Clerk.

You can also access many records online through the Washington State Digital Archives at digitalarchives.wa.gov. Non-certified document copies cost 50 cents per page. Certified document copies cost $5 for the first page and $1 per page thereafter for each document. If you do not know the case number, go to the Odyssey Portal Smart Search, enter the last name first, pass the Captcha verification, note the case number from the results, and then search that number on digitalarchives.wa.gov.

Island County Public Records Requests

Island County has a formal process for public records requests under RCW 42.56, the Public Records Act. As of June 3, 2024, members of the public can submit public records requests online using the county's new NextRequest platform. Requesters can submit requests, track progress, receive email updates, and download electronic records through that portal. To submit a request, you need your name, a valid email address, specific time periods for the records sought, plain language describing what you want, and a clear identification of the records needed.

The county's Records Management office provides centralized records management services. However, Superior Court and District Court records have their own rules for providing records to requesters. If you need court records specifically, you must apply directly to the court rather than through the county's public records portal. The portal is appropriate for non-court government records. Court records are governed by GR 31, not the Public Records Act.
